They also want the other Faction versions to be completely different then Sansha's if they decide to implement it. They also want to do things with your standing towards the Nation like the Sansha's not shooting you above a certain standing to help pro Sansha's take sides. The upside down new Incursions the OP is talking about are left ambiguous.
Since I'm not really sure of the question even after watching the recording, I'll try cover the various bases. The above is a decent summary. These are things we'd like to do and have put some preliminary thinking into. Incursions are delivered by a new "tale" system, and it could do a lot more if we expanded it out. Incursions are just one very particular way to use it. Talk of upside down incursions is Headfirst having some fun, if that's not obvious.
Standings affecting aggression mechanics would require some more work to make happen with our new skynet NPCs, so while it's on the radar, it's not low hanging fruit and can't be ninja'd into the current setup as a backdor for Pro-Sansha to run interference (we tried, though).
As for big things coming beyond that, I referred in various panels back then about the second round of live events we'd be running. So a short plug of that: These events partly involve the Arek'Jaalan project that someone mentioned earlier. It's bigger because, where last time around you had massive fleet battles destroying eachother, this time around the task is creation and the scale of the job is much larger and more realistic. As an example, one of the recent and ongoing events involves gathering ~30b of materials to build a research outpost in Eram. The even larger goal behind this is to, put simply, make other players aware of the storyline, and maybe even start to care about it. Srs bsns.
Hopefully one of those replies answers your question.
